Street Child is hiring a Consortium Manager, based in Pemba.

 Role Purpose

Street Child in Mozambique has been recently awarded a multisectoral project to work in Palma, Mueda, Balama, and Meluco. Street Child and its partners, under the form of a consiritum, will proide child protection, MHPSS, education, and livelihoods support to both IDP populations and host communities.

The Consortium Manager will lead the consortium project, recently awarded by UNICEF in Cabo Delgado, in all its component, to represent the consortium externally, to make sure that the consortium project activities are implemented in a coordinated, efficient, effective, timely and qualitative manner. The Consortium Manager will be the guarantor of effective and qualitative internal and external information management according to internal consortium agreed guidelines and donor requirements.

 Key Responsibilities

Program implementation

  • Responsible for ensuring that the project is implemented according to the approved proposal
    in an impactful and effective manner;
  • Develop and lead a wellfunctioning consortium, committed to Street Child’s localization guidelines and strategy, built around collaborative leadership and decision making, capitalizing on the expertise and capacities of all partners;
  • Take the lead in project planning and coordination to ensure timely and quality implementation of all project activities in line with the program workplan and in full coordination with national and local authorities as well as other actors;
  • Organize periodic meetings to discuss project progress; record and follow up on the execution of agreed action points;
  • With the support of the Program Manager and Country Representative, develop specific strategies for crosscutting themes (capacity building, gender equality, environmental sustainability) for the project;
  • Coordinate with local authorities and clusters to facilitate the participation of local communities in the planning and implementation of activities and undertake periodic reviews of project activities to assess effectiveness, efficiency, achievement of results, and compliance with procedures;
  • Ensure all partners update and share project tools (work, procurement, staffing, spending, and MEAL plans) on a quarterly basis;
  • Ensure that the project subgrantees comply with the subaward specifications and implementation guidelines;
  • Ensure proper technical capacity of staff to manage complex education projects.

Manage Program Relationships and networks

  • Proactively and responsively represent the consortium and manage the relationship at country level with UNICEF, Education Cluster (at national and regional levels), consortium partners, and Child Protection AoR;
  • Participate in the relevant Education and CP forums and coordination meetings, and technical working groups.

Communication and Reporting

  • Ensure regular communication with the Country Representative regarding the consortium progress and processes;
  • Compile program narrative and financial progress reports in coordination with the consortium members to share with the donor;
  • Compile and prepare quality partner monthly, quarterly, and periodic project progress reports, as well as final reports, and feed in other information as required;
  • Maintain open and effective communication amongst the consortium and project team members.

Financial management

  • Overview grant/project budget and ensure accurate and timely financial reports;
  • Ensure that all project partner procurements follow the laid down and approved procedures by the donor and Street Child;
  • In conjunction with the grants and finance team, develop and monitor the project budgetproduce BvAs on a monthly and quarterly basis.

Education / Qualifications

  • Educated to Master’s degree level or higher;

Essential

Experience and Knowledge

  • Minimum of 5 years work experience in international development and/or humanitarian sector;
  • Experience in project management, and partnership management;
  • Experience in grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, etc., for projects funded by multiple public donors with relevant budgets;
  • Experience with Education, Child Protection, and livelihoods programs;
  • Experience engaging partners and strengthening partnerships;
  • Thorough knowledge on the cluster system in the humanitarian field in Mozambique.

  • Ability to effectively represent the Agency in a variety of public and private forums;
  • Excellent interpersonal, listening and communication skills;
  • Ability to positively influence others and create meaningful relationships;
  • A selfstarter with a strong results orientation and with high levels of integrity, credibility and dependability;
  • An energetic team player who can effectively collaborate, and who can stand alone when necessary;
  • Demonstrated ability to work and deliveindependently and under pressure and tight deadlines;
  • Proven writing skills in English.

Other

Fluency in English and Portuguese, written and spoken.

Desirable

  • Previous experience in Cabo Delgado.
