The CARE International is hiring a Business Development Consultant, for Maputo.

Scope of Work Summary

CARE Mozambique has a need for a consultant to support new business development for both emergency and long-term development programming for the CARE Mozambique Country Office (CO).The Business Development Consultant will support in strategic resource mobilization to position Care Mozambique as a partner of choice among donors, government stakeholders and other partners, She/he will work to improve donor and internal CARE engagement/visibility and implementation of resource mobilization processes and tools (e.g., proposal development, knowledge management, reporting, etc.). The consultant will proactively map major donor geographical and sectoral priorities, identify new potential donors, identify and track funding opportunities, support and facilitate donor engagement, contribute to the new business development strategy, and coordinate proposal development for strategic funding opportunities. The New Business Development Consultant will also play a key role in identifying and nurturing partnership opportunities.

The consultant must be capable of innovative thinking and creativity to effectively represent CARE’s capacity, attract the right donor support and grow the country office’s portfolio. The consultancy also requires the ability to work with diverse teams; including technical advisors, program operations, finance, HR, security, and MEAL staff at various levels of the organization.

Responsibilities

Responsibility #1: Donor Engagement, Information Management and Planning (30%)

  • In close collaboration with key CARE stakeholders Contribute to development of new CO Strategy for Resource Mobilization;
  • Conduct a portfolio and funding assessment (portfolio analysis, donor and funding opportunity landscape assessments,) to identify potential new donors;
  • Develop new donor and partner cultivation and visibility strategy, and help monitor progress against the plan;
  • Organize events to help showcase CARE’s work to donors;
  • Develop funding tracking tools to track funding against the country strategy and annual targets and revise annual fundraising targets and forecasts accordingly. Develop and maintain systems and tools to track positioning and donor engagement strategies;
  • Conduct win/loss analysis and provide recommendations for the CO to increase proposal success rate;
  • Develop an on-going and regularly updated information bank on context analysis and research findings for future proposal development (gender equality, protection risks situational analysis, assessments, DHS data, field research on community needs, etc.);
  • Design updated capacity statements, factsheets, brochures and visibility materials to ensure CARE’s programs are relevant and visible to the wider development community.

Responsibility #2: New Business Development (35%)

  • Develop strategy and plan to improve CARE Mozambique’s relationships with local partners, particularly women’s organizations and organizations focused on women’s rights, for both humanitarian and development work;
  • Facilitate the representation of CARE Mozambique in donor meetings/ platforms as requested, including by developing presentation materials, agendas, talking points, etc. Pro-actively seek donor intelligence on prospective new opportunities or partnership;
  • Cultivate relationships with external stakeholders and potential partners, including private sector partners, for large scale or strategic funding opportunities, either as a prime or sub-recipient in joint ventures;
  • Provide regular updates to the SMT on the status of the funding portfolio and key trends to monitor;
  • Ensure key contacts, required formats and donor strategies are kept up-to-date at the country office level.

Responsibility #3: Proposal Coordination and Development (35%)

  • In close collaboration with the ACD-P and other key CARE stakeholders, lead or coordinate the process of new program development and design including preparation of concept notes and proposals;
  • Facilitate project design workshops as requested;
  • Working closely with CARE technical specialists, incorporate technical inputs to ensure that CARE Mozambique proposals reflect technical excellence and industry best practice and benefit from CARE’s global expertise while remaining relevant to the local context;
  • Produce and track proposal development timelines and other business process improvements, including RACI matrices, workflows, trackers, etc;
  • Help to facilitate interdepartmental coordination (Finance, Program Support, Grants and Contracts, HR, etc) for proposal development;
  • Write sections of proposals as requested;
  • Ensure full internal review and sign off as per the proposal development process.

Requirements

Required Skills and Qualifications

  • Bachelor’s degree in development or related field. Master’s degree may be an advantage but is not required;
  • Fluency in spoken and written English. Portuguese is an additional advantage but not required;
  • 5-7 years of related work or consultancy experience with INGOs (emergency or development), government donors, or foundations including 3-5 years’ experience in new business development;
  • Experience in strategy development, quality assurance and/or monitoring and evaluation;
  • Excellent writing/editing, report writing and budget development skills;
  • Demonstrated ability in leading proposal design and development processes (key sectors include WASH, climate justice, ECD, Gender and GBV and Emergency Response), including design workshops with partners and coordinating budget development in consortia of multiple partners;
  • Experience in applying humanitarian codes and standards such as SPHERE, the People In Aid Code, HAP etc in proposals.

Key Consultancy Deliverables

  • Strategy and plan developed to improve CARE Mozambique’s relationships with local partners, particularly women’s organizations;
  • Contributions made to development of new CO Strategy;
  • Portfolio and funding assessment (portfolio analysis, donor and funding opportunity landscape assessments,) completed in order to identify potential new donors to advance the country office strategy;
  • New donor and partner cultivation and visibility strategy developed for CARE Mozambique  and progress against the plan monitored;
  • Funding tracking tools developed to track income against the country strategy and annual targets and annual fundraising targets and forecasts revised accordingly;
  • Win/loss analysis conducted and recommendations provided for CARE Mozambique to increase success rate of proposals;
  • Information bank developed on context analysis and research findings for future proposal development (gender equality, protection risks situational analysis, assessments, DHS data, field research on community needs, etc.);
  • Updated capacity statements, factsheets, brochures and visibility materials designed to ensure CARE’s programs are relevant and visible to the wider development community.

Working Conditions

  • Travel: The consultant will be based primarily in Maputo with regular travel to other provinces.
