The International NGO Safety Organisation (INSO) is hiring a Information Manager.

Organisation Background

Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organization that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training. INSO provides daily support to more than 1000 NGOs operating in 16 of the world’s most insecure countries. INSO is registered in the Netherlands with its headquarters based in The Hague, the international city of peace and justice.

INSO Mozambique

Mozambique is one of INSO’s newest platforms where services started in September 2022. INSO Country Office is in the capital, Maputo.  We cover the northern region with a field office in Pemba and a second field office will be opened in 2023 in Nampula. With INSO Mozambique, you will directly support humanitarian efforts through advice and analysis that helps partners to stay safe.

Job Summary

The primary goal of the position is to manage the Information Team within a country programme. The IM is responsible for complete understanding of all Conflict & Humanitarian Data Centre (CHDC) data entry, capabilities, storage, and security. He/she is also the programme focal point for the CHDC and the Partner’s Portal (IPP) and facilitates partner registrations. The IM also provides technical support for creating visualisations and dashboards.

Main Duties and Responsibilities

Management 

  • Supervise and support the Information Officer (IO)/ GIS Officer (GO) Provide technical training and recruitment for the team.
  • Uphold data security practices and confidentiality.
  • Be the link and the focal point between HQ INFO/IT and Country Office (CO) team regarding problem solving, issue reporting and informing the CO team regarding new product rollouts and internal updates.

Conflict & Humanitarian Data Centre (CHDC) 

  • Be the focal point of CHDC and understand the methodology with expert knowledge of the platform.
  • Ensure that information recorded is correctly categorized, promptly updated, and is properly accessed.
  • Monitor, assess, and continuously improve the accuracy and precision of data collected.
  • Provide CHDC training and inductions to new and current staff.

INSO Partners Portal (IPP) 

  • Be the focal point of IPP and understand the registration process.
  • Guide the partners through the registration process and provide solutions to questions about the system.
  • Monitor and update the registration of INSO partners through the IPP.

Visualization activities 

  • Fill information needs and sources in collaboration with the Safety Advisors and Operations team.
  • Aggregate data for analysis and presentation.
  • When needed, produce high quality maps, graphs, and other products to support INSO’s analysis and facilitate NGOs’ understanding of the conflict.
  • Provide visually relevant inputs to field missions, intended to gather data for INSO outputs.

Technical Reference 

  • Actively work with Program, Operations, and Training departments to understand and respond to their needs; assist the Operations Department in preparing IT budget.
  • Train Information Officers/Assistants, Safety Advisors (and Assistants), or any other position on data-entry responsibilities and data integrity
  • Manage SharePoint access and oversee that the SharePoint folder architecture is respected and the files/materials are stored in relevant locations
  • Gather materials for advertising INSO services under the guidance of the corresponding departments.
  • Install and configure computer operating systems, printers, networks, and applications as well as ensure all INSO users have access to all relevant licensed software, including Adobe, MS office and GIS software.

Person Specification

Knowledge, Skills, and Experience

Essential:

  • Master’s degree or equivalent experience in Information Systems, Computer Science, Data Management, GIS, or relevant field.
  • Fluency in English and Portuguese languages, both written and verbal.
  • 5 or more years of experience in data management and visualization, in a similar humanitarian organization and context.
  • Experience with Power BI and DAX, or similar BI software (such as Tableau).
  • Knowledge of database management using SQL.
  • Knowledge in scripting languages such as Python or R.
  • Knowledge and understanding of theories, concepts and approaches relevant to GIS and the management of information in crises contexts.

Nice to Have: 

  • Staff management experience.
  • Experience with ArcGIS and strong technical skills including creating topologically correct shapefiles and geodatabases.
  • Prior knowledge of relevant region context is an asset, working experience in this region is a plus.
  • Working experience with humanitarian organizations, particularly with NGOs.

Terms & Conditions

  • 12 months renewable contract subject to funding and performance.
  • Salary based on INSO grading scale.
