The Action Contre La Faim is hiring a Financial Manager.

Contract duration: 6 months

Receiving base: Mueda

Availability: Immediate

Special conditions: Vacancy open to all provinces

Remuneration: 172,652.00 Mtn  (Gross montlhy Income) and 13th Month paid in December (prorata depending on the starting date)

Benefits: Health insurance including partner and children (providing certificates); 2 days per month paid leaves

General Mission:

Ensure proper accounting and financial management in accordance with the procedures defined for the mission and within the financial management framework of ACF.

Mission 1: Support Field Coordinator and Head of Finance Department in the financial and budgetary management of Mueda base

  • Support the Field Coordinator and financial department in the current management of the base in Mueda and ensure timely accounting and analytical entries;
  • Support the Head of Finance in generating monthly and quarterly financial reports for donors and consortia;
  • Promulgating and ensuring compliance with the financial rules of the funding bodies;
  • Ensure that all accounting, non-accounting and expatriate data is entered into the accounting software;
  • Ensure that the reports to the Chief Accountant are made on time according to the defined deadline;
  • Supervise the verification of invoices and ensure that they are filed in accordance with ACF procedures;
  • Work in collaboration with the Grants Manager to provide reminders and develop financial reports for respective donors, including tracking donor installments in a timely manner;
  • Support the Head of Finance Department in calculating and ratifying project budgets for the Mission and in preparing and reviewing donor budgets;
  • Produce, verify and transmit budget tracking (including forecasts) to the coordination team and grassroots, raising issues of relevance and alerts, support Heads of Department in close collaboration with the Head of Finance;
  • To support the Head of Finance Department in the production and filing of financial reports according to the deadlines and formats required by the funding bodies;
  • Supervising the pre-audit work of the funding bodies in close cooperation with the Head of the Finance Department on financial contracts and responding to queries raised by the auditors;
  • Depending on donor flexibility, Support the Head of Finance Department to prepare the necessary budget changes (with the other Heads of Department);
  • Provide financial validation on Procurement request according to their level of responsibility and internal procedures.

Mission 2: Management of the finance team under his supervision and provide technical support to colleagues at the Mueda base including Field Coordinator, HR Manager, Program Managers among others

  • Assisting in the day-to-day management of the finance team (guidance, follow-up, motivation, etc.);
  • To ensure the application of the financial procedures and guidelines instructed by the financial directorate;
  • Assessing the performance and developing the skills of the members of the finance team;
  • Management of teams for which she/he is the support manager/technician;
  • Provide capacity building training for the finance, support and programme teams in Mueda office;
  • Assisting programme and support teams in the execution and follow-up of BFUs and Expenses Plans;
  • Informing the PMs, Support Staff and other colleagues with responsibility for the budget of the different projects as to the level of budget consumption for each contract/project;
  • Participate in the recruitment of team members;
  • Developing and monitoring individual action plans for team members;
  • Facilitating assessment interviews for team members and providing technical support to teams.

Mission 3: Contribute to the development of proposals in terms of financial and budgetary support

  • Make financial and budgetary information available to other departments to facilitate the establishment of the programme strategy;
  • To support the Head of Finance Department by producing high quality and timely financial and budgetary inputs for “proposals” and reports to funding bodies;
  • Advise other departments on their financial and budgetary needs based on the analysis of budget tracking and report to the Head of Finance on the quality of financial and budgetary challenges;
  • Ensure that financial and budgetary needs and constraints are taken into account in project preparation in close collaboration with the Head of Finance Department;
  • Assist the Head of Finance Department by gathering data and drafting the financial and budgetary section of proposals and reports to the Head of Finance Department regarding the updating of the Mission’s financing plans;
  • Ensure that your contribution to “proposals” and reports is consistent with the rest of these documents.

Mission 4: To assist the Field Coordinator in Treasury Management

  • Review cash forecasts for the mission before sending to headquarters;
  • Support the Mueda office with the support of the Field Coordinator and Head of Finance Department in the good treasury management, advising on cash management and movement of funds;
  • Checking the supporting documents for each payment to ensure they comply with internal procedures and that internal approvals have been obtained.

Skills Required

Diploma/ Level of Study:

  • Higher diploma in business or finance;
  • Professional certification in Accounting or Finance would be an added advantage.

Experience:

  • At least 3 years’ professional experience in a financial or accounting function for NGOs (accounting, treasury and budget management, knowledge of donors’ guidelines, internal audit process);
  • Experience in communicating financial results to managers
  • Experience in personnel management and support.

Required Competencies:

  • Advanced computer skills;
  • Knowledge and experience of SAGA accounting software;
  • Proactivity; Professionalism, good interpersonal skills and good command of English:
  • Coaching, training and staff development skills.
